The big idea: two cutters roll around the pencil like planets around a sun. One crank turn swings them round once and spins each 2 turns the other way against a fixed 36-tooth ring, 3 turns against the wood: 2 × 15 edges × 3 = 90 cuts a turn, and 12 turns make a 22° point.
